About the RHL/League Operations
We would like to welcome everyone to the 2019–2020 season of the Rainier Hockey League (RHL). The league will be separated into 3 levels: A League, B League, C League and the Rainier Women’s Hockey League (RWHL). As the league grows in teams, the league will add more divisions to accommodate future growth.
The RHL continues to be operated under the Puget Sound Amateur Icesports Association (P.S.A.I.A.), which, along with the youth group Tacoma Jr Hockey Association, plays at Tacoma Twin Rinks, located at 2645 S. 80th S., Tacoma, WA 98409. The intent of this merger is to have better oversight in the procedure of USA Hockey, to have better oversight financially, and to provide a more stable USA Hockey presence. With this, please take note that PSAIA employees will not have or be able to provide you with the appropriate answers to questions or be able to help you with concerns regarding the RHL. Also in the past, our on ice and off ice officials have been approached with issues regarding RHL procedures.
The RHL has established a method for you to communicate with the Directors of the league. The first step is to contact your team manager and your team manager will either solve your issue or relay information to the Adult Hockey Director. Then, the Adult Hockey Director will utilize the Disciplinary and Actions Board. The disciplinary and actions board is comprised of the team manager or designee from each team. The rulings of the Disciplinary and Actions board are appealable to the Appeals Board. The appeals Board will be chaired by the PSAIA executive Director and will follow Bylaw 10 in the USA Hockey 2017–2018 Annual Guide.
In the effort to keep communication lines open and information that allows us to all be on the same page, we ask that you follow these guidelines. We are all aware that the rumor mill and getting information from people who do not understand the rules and procedures can be confusing, waste time, and create frustration. Our goal is to foster a healthy environment for adults to enjoy the game of hockey. Your responsibility is to understand who does and doesn’t have the authority to solve your issues. Divisions/Membership Options

Rostered Membership
All RHL players must register with the RHL prior to participating in any games.
We will have 3 levels this year. A League, B League and C League. Registration includes completing a membership contract / payment agreement and the appropriate waiver and registration forms along with the following fees as set for the 2019–2020 season, effective June 1, 2019;
Fees will be collected in the following manner:
- Paid in Full – Total cost of the membership = Non-refundable Registration fee + membership fee paid in full at registration. Non-refundable Registration $200.00 + $1248.00 = $1428.00
- Monthly Payment plan – Monthly payment plans are available. The contract is set July 1st prior to the current hockey season and ends on June 30th following the current hockey season. Monthly plans are charged a service charge of $72.00.
- For Monthly Payment plans: When a member registers
- At the time registration opens to June 1st to July 1st – only the non-refundable fee will be charged at time of registration. $200.00
- July 1st – July 31st – Non-refundable fee + one month fee (total membership fee/12) = $200.00 + $110.00 = $310.00
- August 1st – August 31st = Non-refundable fee + two months of fees = $200.00 +$110.00+ $110.00 = $420.00
- September 1st – September 30th = Non-refundable fee + 3 months of fees = $200.00 + $110.00+ $110.00+ $110.00 = $530.00
- This process continues for the balance of the year.
This membership includes up to 46 season plus playoffs games and 1 RHL designated summer drop in per week.
Any person who is delinquent on their payments is NOT eligible for the RHL designated summer drop in.
All RHL players must be members of USA Hockey.
Each individual member is responsible for signing up with USA Hockey and paying the appropriate fee.
You may sign up online at the USA hockey website.
Each individual player is also responsible for providing proof of USA Hockey membership to the RHL upon registration and at any time any official requests evidence of registration.
No person will be permitted to participate in any RHL game without having provided evidence of USA Hockey membership to the RHL 12 hours prior to the game they are participating in.
Each individual player is also responsible for paying the season’s membership fees by the applicable due date.
Any player that does not keep their payments current and up to date will be suspended and will not be allowed to participate in any RHL functions, including games, playoffs, and / or summer RHL Drop In until they are caught up on their payments.
Any individual who has an outstanding balance owed for prior seasons to the RHL, PSAIA, Tacoma Twin Rinks, or any of its affiliate organizations will not be permitted to register with the RHL until these debts are paid in full.
Any individual who is determined to be in not good standing with USA Hockey will not be permitted to register with the RHL until clearing up their status with USA Hockey.
Nontransferable: All memberships are nontransferable.
Members Right to Cancel: A) Death or disability; upon death or total disability of the member, the member may cancel the agreement by giving written notice to PSAIA, at the members cost. Any injury sustained at the Puget Sound Hockey Center facility must be reported to a rink employee immediately and an injury report shall be completed at the time of the injury. (Adult Alternate memberships are not included in this member right to cancel guideline.) B) Relocation; The member may cancel the membership of he/she moves to a permanent residence or to a location fifty (50) miles or more from PSAIA. (Adult Alternate memberships are non-cancellable and are not included in this member right to cancel guideline.) PSAIA and the RHL reserves the right to require reasonable evidence of such relocation, death, or disability.
Alternate Membership

All RWHL players must register with the RWHL prior to participating in any games.
This will be an 18+ women’s league within the RHL. This will be a recreational Division.
